Design of Monitoring and Evaluation Frameworks
- Development of a Monitoring and Evaluation Framework for the Australian Atlantic Fellows for Social Equity Program, The Atlantic Philanthropies (2016-2017)
- Development of a Monitoring and Evaluation Framework and Resource Guide for the Pacific Women Shaping Pacific Development Program, Cardno Emerging Markets for the Department of Foreign Affairs and Trade (DFAT). This project involved development of an M&E Framework and accompanying resource guide for a 14 country gender program that includes over 100 projects (mid 2015 to end 2016)
- Mentoring the development of a Monitoring and Evaluation Framework for the Employer Sanctions Programme, Department of Immigration and Border Protection. Facilitation of Program Logic workshops and design of both formative and summative evaluation plans for this national programme (2014).
- Development of a Monitoring and Evaluation Framework for the 'No Smokes' project, Menzies School of Health Research. This project involved the development of a Monitoring and Evaluation Framework for a project targetting Indigenous young people in order to prevent smoking and support quitting strategies. The Framework will guide the evaluation of the project with a summative evaluation report due in 2014 (2012).
- Development of a Monitoring and Evaluation Framework to support the Evaluation of the Aboriginal Child and Family Centres Progam in NSW (with CIRCA, 2011-12). The Monitoring and Evaluation Framework was designed to assist the 9 Centres in NSW with their planning, program development and program refinement processes. The Framework was to support the assessment of the effectiveness of the implementation process, the impact of the Centres on Aboriginal children, their families and communities, and the efficiency of service delivery.
- Development of a Monitoring and Evaluation Framework for the Australian Electoral Commission Indigenous Participation Program (IEPP), (2011). The project involved the development of a Monitoring and Evaluation Framework to identify the achievements from the Program and effective strategies for facilitating engagement by Indigenous Australians in democractic processes. The Framework was also designed to guide the identification of learnings for program improvement.
- Development of a Monitoring and Evaluation Framework Scoping Document in relation to the Widening Participation Strategy of the Equity and Diversity Unit, University of Technology Sydney (UTS), (2011).
- Development of two Monitoring and Evaluation Frameworks as part of the national evaluation of Indigenous Justice Programs in support of the National Indigenous Law and Justice Framework for the Attorney-General's Department (2010-2011). This project involved the development of two Monitoring and Evaluation Frameworks, one for Project A: Aboriginal Sentencing Courts and Conferences and one for Project B: Offender Support and Reintegration. The evaluation component of the two evaluation projects to be undertaken by consortium partner CIRCA. - Development of a suite of individual Evaluation Frameworks for the National Partnership Agreement on Homelessness for the Department of Communities, Queensland (2010-2012).
- Design of a Progam Logic and Evaluation Framework for the National Partnership Agreement on Homelessness for the Department of Communities, Queensland (2010). This project involved facilitating workshops with key stakeholders, the formulation of a Program Logic and the development of an Evaluation Framework for the overall strategy.
- Design of a Monitoring and Evaluation Framework for the City of Melbourne's Family and Children's Services Program (2010). This M&E Framework provided a format and approach for the common data collection and implementation of an evaluation plan for the Family Services program (counselling and family support), Maternal and Child Health, Immunisation, Child Care and Early Childhood services within the City of Melbourne.
- Development of a Monitoring and Evaluation Framework for the Arts Victoria City of Literature Initiative (2010). This M&E Framework provided a format and approach for the common data collection and implementation of an evaluation plan for the City of Literature Initiative as a whole, the Centre for Books Writing and Ideas located at the State Library, the Melbourne Writer's Festival and the Premier's Literary Awards.
- Development of a Monitoring and Evaluation Framework and conduct of an Evaluation for GRM International Making a Difference Program (2010) in the Solomon Islands, a capacity building program aimed at developing effective working relationships between advisers and their counterparts.
- Review of Performance Reporting across the Victorian State Government, Victorian Auditor-General's Office (VAGO) (2009). Review of the relevance and appropriateness of performance indicators across the Victorian Public Service with recommendations for improvements and further development of performance reporting processes.
- Development of an M&E Framework for the Evaluation of the Demonstration Sites for Day Respite in Residential Aged Care Facilities Initiative for the Department of Health and Ageing (with the Australian Institute of Social Research, University of Adelaide) (2009-10). This framework provided a format and approach for the common data collection and implementation of an evaluation including 30 different projects funded as demonstration sites across Australia.
- Advisor to the Evaluation of Performance Frameworks for Indigenous Specific Programs, Department of Finance, Office of Evaluation and Audit, Indigenous Programs (2007). Provision of advice, guidance, comment and technical input on the evaluation conducted by OEA (IP).
- Development of a Monitoring and Evaluation Framework for the Young Lives Program, University of Oxford, UK (2007/8). Design and development of a monitoring and evaluation framework for Young Lives undertaking a 15 year longitudinal study of child poverty in four developing country contexts.
- Development of Evaluation Plan for Bethany Community Support (2005). Analysis of service performance data, development and aggregation of common tools within programs and production of a document presenting the framework for an annual cycle of evaluation activities.
- Development of Evaluation Framework for Domestic Assault Response Team for Department of Community Services NSW, with WestWood Spice (2003/4). For a two year pilot project jointly funded by DoCS and Police in Metro North (Wyong) NSW.
- Development of the Evaluation Methodology for Victorian Auditor General's Office (2001). Specialist assistance provided in the review and development of the evaluation methodology used by the Victorian Auditor General's Office.
Program Evaluation and Review
- Mentoring in developing an evaluation design for the Evaluation of the Employer Sanctions Program (2014). Department of Immigration and Border Protection
- Evaluation of the Australian Electoral Commission's Indigenous Electoral Participation Program (IEPP) (2012) to identify the Program's achievements, strategies that have been effective in facilitating the engagement of Indigenous Australians in democratic processes, and learnings to guide program refinement and improvement. The evalaution followed the Monitoring and Evaluation Framework that was developed for the Program in 2011.
- Evaluation of the Pilot Program, Late Night Programming Initiative, City of Melbourne, Arts and Culture (2010). Evaluation of the City of Melbourne's late night programming pilot program that funded five festivals to operate late at night in the CBD.
- Evaluation of 'Making a Difference Program' in the Solomon Islands for GRM International (2010), a capacity building program aimed at developing effective working relationships between advisers and their counterparts.
- Review of the Department of Justice Victoria's Responsible Gambling Ministerial Advisory Council (2010) involving extensive stakeholder consultations with members of the Council and its working groups to establish its effectiveness and areas for potential improvement.
- Evaluation of the Department of Education, Employment and Workplace Relations (DEEWR) Longitudinal Surveys of Australian Youth (LSAY) Program (2009-10) to establish the effectiveness of the national program incorporating longitudinal surveys with representative samples of young people aged 15-25 years of age and an associated large scale commissioned research program.
- Evaluation of the Demonstration Sites for Day Respite in Residential Aged Care Facilities Initiative for the Department of Health and Ageing (with the Australian Institute of Social Research, University of Adelaide) (2009-10). This evaluation has included data collection and analysis for 30 different projects funded as demonstration sites across Australia together with case studies undertaken of a sample of sites.
- Review of FaHCSIA's 2005-2009 Social Policy Research Services Program (2008-9). Evaluation of the effectiveness and outcomes of an Australian government social policy research program implemented through partnership agreements with research centres at Australian Universities to determine how well the program delivered objective, high quality, policy relevant research for FaHCSIA policy and program areas.
- Review of Community Development Investments in Preparedness, Emergency Response and Recovery of Victorian Communities Experiencing Bushfire (2009), Department of Planning and Community Development Victoria. Project examining the literature in relation to the role of community development initiatives in disaster management and focus group and interviews held with facilitators from the Community Building Initiative to establish relationships.
- Evaluation of Youth Futures for Mission Australia (2008). Evaluation of an employment program for young offenders.
- Evaluation of Attorney General's Department Law and Justice Advocacy Development Program for Department of Finance & Deregulation, Office of Evaluation and Audit, Indigenous Programs (2008). This funding program brought together a range of individual projects under the one umbrella and the evaluation established connections between the various program elements.
- Evaluation of FaCSIA Family Violence Programs, Office of Evaluation and Audit (Indigenous Programs) (2006-7). - Evaluation of the StreetLife Program for Office of Small Business, Department of Innovation, Industry and Regional Development (2005). An evaluation of a range of local strategies in regional centres, small towns, metropolitan, commercial and industrial precincts focusing on small business growth and economic development, measuring impacts and outcomes from the program.
- Analysis of Service Activity Reporting for Australian Government Funded Aboriginal and Torres Strait Islander Primary Health Care Services, Department of Health and Aging, with Paul Ban and Associates (2004-2005). A review of the validity and reliability, content, analysis and reporting of Service Activity Reporting data provided annually by Australian Government funded Aboriginal and Torres Strait islander primary health care services across Australia.
Evaluation of Regional Development Victoria Sub-Programs, with Impact Consulting Group (2004-2005). Evaluation of the outcomes and impacts of three funded programs: Stock Over/Underpasses Road Safety Program, Dairy Power Infrastructure Upgrade Program and National Livestock Identification Scheme. This project involved modelling of a collaborative approach to evaluation design and implementation.
- Assessment of Reconnect Services, Department of Family and Community Services with ARTD (2005). Independent assessment of 7 Reconnect services, 5 Victorian based and 2 specialist Indigenous services.
- Evaluation of the Regional Environmental Employment Program (REEP) for Mission Australia (2004). An evaluation of an employment program for rural young people living in three regional centres of Shepparton, Bendigo and Warrnambool.
- Evaluation of Post release support program for young women leaving Juvenile Justice Centres for Crime Prevention Victoria, Department of Justice (2004). Evaluation of the outcomes achieved for young women participating in the 'Purple Room' program at Parkville Juvenile Justice Unit.
- Review of Jewish Care Victoria Community Services (2004). Organisational review of the Community Services component of Jewish Care with the aim of developing new models of service delivery enhancing assessment and referral functions and developing a community capacity building component.
- Evaluation of Court Network at the Children's Court of Victoria (2003).?Evaluation of a pilot program providing support to users of the Melbourne Children's Court, involving key stakeholder interviews with court personnel, legal representatives, Magistrates and volunteers.
- Evaluation of One Stop Shop Project for Department of Community Services and Health NSW, with WestWood Spice (2002/3). Evaluation of three youth harm minimisation projects in rural NSW aimed at improving access of young people to alcohol and drug and other human services. Based in Armidale, Cessnock and Greater Murray, the projects had a capacity building focus within both communities and the service system.
- Evaluation of National Suicide Prevention Strategy Strategic Development Project for Department of Health and Aged Care, with WestWood Spice, (2002-2005). Evaluation of four strategic suicide prevention projects in Accident and Emergency Departments, aimed at improved management of patients presenting with attempted suicide or self harm. Specific focus on Western Hospital and Monash Medical Centre, Melbourne.
- Evaluation of ABCD Parenting Program for Drug Policy Unit, Department of Human Services Victoria (2002/3). Evaluation of a statewide preventative and early intervention parenting program targeted to parents of early adolescents at risk of problematic substance abuse.
Evaluation of Koori Mentoring Program for young people at risk of offending for Crime Prevention Victoria, Department of Justice (2002/3). Evaluation of the Hume Koori leadership program, targeting Koori young offenders within the City of Hume, Melbourne.
- Evaluation of Whitelion Mentoring Program for young offenders in Juvenile Justice Centres for Crime Prevention Victoria, Department of Justice (2002/3). ?Evaluation of the Whitelion mentoring program operating for young offenders within the custodial juvenile justice system.
Evaluation of Family Support Program in the Western Region of Melbourne, for Western Welfare Alliance, with Success Works (2001).
- Overview of family support services in the Western Region of Melbourne, identification of directions for the future, strategies for increasing collaboration, and options for providing a continuum of care across the region.
- Evaluation of the Human Pituitary Hormone (HPH) Counselling Service for Commonwealth Department of Health and Aged Care, with WestWood Spice (2001). Evaluation of a national counselling response to people who received human growth hormone, and who are facing some risk of developing CJD.
- Evaluation of Measuring Family Violence Project for Victorian Community Council Against Violence Department of Justice Victoria (2001). Evaluation of data base project designed to identify incidence and prevalence of domestic violence in Victoria, through assimilation of data collected from a variety of sources including the family violence sector, courts and police.
- Evaluation of Peer Education Projects in Drug and Alcohol services for Department of Human Services Victoria, with Spice Consulting (2000/2001).?Evaluation of five peer education projects targeted at young people at risk of problematic Substance abuse. Projects located in Gippsland, the Southern region of Melbourne, Wangaratta, and the Western suburbs, targeting culturally and linguistically diverse communities and other high risk groups.
- Evaluation of High Risk Adolescent Service Quality Improvement Initiative for Department of Human Services Victoria, with Success Works (1999-2001).?Evaluation of the enhanced service initiative aimed at high risk adolescents, with an emphasis on tracking a sample of young people throughout the evaluation period.
- Evaluation of the Strengthening Families Initiative for Department of Human Services Victoria, with WestWood Spice (1999-2001). Statewide evaluation of the Strengthening Families programs with an emphasis on formative evaluation by involving the services in an action learning process.
- Review of the Education Maintenance Allowance (EMA) for Department of Education Employment and Training Victoria, with Elvins Consulting (2001). Strategic review of the Education Maintenance Allowance benefit for families in receipt of a Health Care Card, addressing issues of adequacy and developing options for future policy development.
- Evaluation of Juvenile Justice Group Conferencing Project (Phase 3) for Anglicare Victoria, with Success Works (1999). The third evaluation undertaken of a diversionary pilot program for young offenders who appeared before the court previously and were thus potentially facing a probation order.
- Evaluation of Turning Point Outpatient Withdrawal Service for Department of Human Services Victoria, with Success Works (1999). Evaluation of an outpatient withdrawal service operated by Turning Point Drug and Alcohol service in Melbourne, Victoria.
- Evaluation of Family and Reproductive Rights Education Program (FARREP) for Department of Human Services Victoria, with Leigh Naunton and Associates (1999)?Evaluation of pilot program aimed at prevention of female genital mutilation in Horn of African communities in Metropolitan Melbourne, through provision of community development and education strategies.

Strategic Analysis of the Family Support Program for City of Yarra, Victoria (2003). Review of the operation of the Family Support Program at the City of Yarra, convening a planning day to consider the findings of the review and develop strategies for the future.
- Review of National Ethical Complaints Management for Australian Association of Social Workers (AASW) (2002/3). Development of overarching framework for national co-ordination of ethical complaints and development of case precedents to guide practice for the National Ethics Committee, AASW.
- Development of Recommendations for Future Policy Directions Regarding CLD Communities Receiving Out of Home Care Services for Children's Welfare Association of Victoria (CWAV) (2002). Development of policy paper in relation to needs of families from CLD backgrounds for culturally sensitive out of home care services.
- Analysis of Findings from Vietnamese Out of Home Care Project for Children's Welfare Association of Victoria (2002). Analysis of consultations with Vietnamese families and service providers about the communities' perceptions of and needs in relation to out of home care.
Development of Discussion Paper to provide a Strategic Overview for Jewish Care Victoria (2002). Development of discussion paper which identified current context and future directions that Jewish Care should consider in its strategic planning process.
- Development of Community Action Plan for Wendouree West Community Renewal Project for Grampians Region, Department of Human Services Victoria, with Impact Consulting Group (2002). Development of a Community Action Plan, identifying objectives and tasks for community and professionals to undertake in developing community capacity over a three year period. Emphasis upon consultation processes with residents of Wendouree West.
- Project Design for Early Intervention Strategy for Anglicare, Victoria (2001) ?Development of an early intervention strategy to augment existing service family support service provision within the agency.
- Identification of Service Networks in Families First Initiative Hunter Region, for Department of Community Services, NSW with WestWood Spice (2001). An investigation of service networks in the Hunter region of NSW, with the aim of increasing collaboration as part of the Families First Initiative.
- Identification of Best Practice Principles for Juvenile Justice Section, Northern Region Department of Human Services Victoria (2000). Workshops with Juvenile Justice staff to develop best practice principles, and to produce a document identifying these principles.
Organisational Review of Rice Youth Services for MacKillop Family Services Victoria, with Lloyd Owen (1999). Re-development of a residential service for at risk early adolescents, to accommodate a new target group and new models of service provision.
- Review of responses to Homeless Young People for Department of Human Services Victoria, with Success Works (1999). Literature review investigating patterns of alcohol and drug use by homeless young people in Victoria.
- Development of Models for Involving families in the Treatment of Young People with Problematic Substance Abuse for Drug Treatment Services Department of Human Services Victoria with Success Works (1999). Development of service models aimed at involving families in alcohol and drug treatment of their children.
- Evaluation of Turning Point Outpatient Withdrawal Service for Department of Human Services Victoria, with Success Works (1999). Evaluation of an outpatient withdrawal service operated by Turning Point Drug and Alcohol service in Melbourne, Victoria.
- Organisational Review of Abercare Family Services for Baptist Community Care, with Success Works (1998). Review of a non-government agency and its position and future possibilities for development in the Western suburbs of Victoria.
- Review of responses to Persistent and Chronic Juvenile Offending for La Trobe University Department of Social Work, Victoria (1998). Literature review investigating factors contributing to chronic juvenile offending.
- Review of National Domestic Violence Prevention for Young People Project for DEETYA, with Success Works (1998). Literature review investigating the impact of domestic violence upon children and young people, and potential models for intervention.
- Organisational Profile of Family Support Services for Anglicare Victoria (1997).?Development of a framework for family support services operating within Anglicare Victoria.
- Review of Models for Working with Homeless Youth to Prevent Crime and Victimisation, for the National Campaign against Crime and Violence (NCAVAC) with Success Works (1997). A national project developing models which attempt to prevent young homeless people experiencing crime and violence as a result of their lifestyles.
Facilitation and Mediation
- Facilitation of Alternative Dispute Resolution Process, Melbourne Children's Court. Convened over 600 pre-hearing conferences to facilitate alternative dispute resolution between families, their legal representatives, and the child protection agency.
- Facilitation of Program Logic workshops for the Department of Communities Queensland.
- Consultations for the Victorian Auditor-General's Office with Impact Consulting Group. Consultations with stakeholders, service providers and service users as part of a performance audit undertaken by VAGO of initiatives undertaken by local government aimed at improving access and participation in Early Childhood services. Focus on three mainstream and one Indigenous specific initiative.
- Facilitation of National Forum for the National Diabetes in Pregnancy Advisory Committee for Department of Health and Ageing.
- Development and Delivery of Information Sessions to Aged Care Assessment Teams and Approved Providers Regarding Extended Aged Care at Home (EACH) Dementia Program for the Department of Health and Ageing. Development of information kit, presentation and facilitation of 20 Information Sessions nationally involving ACAT and Service Provider representatives.
- Facilitator, development of an Action Plan for Improving Koori Educational Outcomes in the Greater Shepparton Area, Department for Victorian Communities.?Facilitation of planning processes involving Aboriginal communities, Commonwealth, State and Local government agencies, and other local stakeholders as part of a Council of Australian Governments (COAG) trial to develop an integrated whole of government approach to overcome longstanding issues with education, training and employment provision and access for Aboriginal communities. Design and facilitation of pre-summit workshops on different stages of the education/employment pathway and final summit to endorse an action plan to address issues.
